What type of pastry should I use to make tuna tartlets?

I'd use a biscuit cutter to cut the pastry and place in buns tins, and then add the tuna after baking. I was thinking shortcrust pasty would work best, but I prefer the taste of flaky pastry. Would it be a little too flaky or would it work well? What type of pastry would you use/recommend?
